Cherkasov Petr Pavlovich (1912–1942 years): Party Documents as a Historical Source

Abstract:
Based on archival materials, an attempt is made to create a biography of Petr Pavlovich Cherkasov (1912–1942), a member of the AUCP(b) since 1939, who died in the underground on the occupied territory during the Second World War. There were used the archival documents from the National Archive of the Republic of Karelia (Petrozavodsk, Russian Federation), namely the case of Petr Pavlovich Cherkasov, born in 1912, becoming a candidate of the AUCP(b). The research methodology is based on the principles of historicism and objectivity. The work is based on a chronological principle. In conclusion, the author states that the case of Petr Pavlovich Cherkasov on admission to membership in the AUCP(b) turned out to be a valuable source of genealogical character. The case contained the autobiographical materials not only about the petitioner, but also about his family members. Thanks to the autobiographical information, the biography of Petr Pavlovich Cherkasov is presented in detail, while in the autobiography not only his strengths were indicated, but also the information about penalties. As for the family, we can draw attention to the fact that Petr Pavlovich had a superficial idea of the date of birth of his parents. Nevertheless, very interesting information was given in the autobiographical information, for example, that his father Pavel Ivanovich Cherkasov was mobilized into the White Army during the Civil War, and in the pre-revolutionary and Soviet periods he worked at the post office in the village of Keret. This significantly narrows further searches for information about the family and continues to add new strokes to the picture of the integral history of the Cherkasov family from Kereti.

About the Risks of Using the Term “Decossackization”

Abstract:
A number of emotional and potentially destructive terms are currently used in post-Soviet historiography and journalism. The most striking example of such a term is the term “genocide”. The issue of its interpretation by Russia is currently even being considered by the International Court of Justice. However, there are more specific terms that are used to refer to specific repressions, such as “holodomor” or “decossackization”. The term “decossackization” is often used without deciphering its specific meaning, even in scientific literature. Meanwhile, it is ambiguous, and there are cases of its use to refer exclusively to the “genocide of the Cossacks”. Given the existence of socio-political forces calling for retribution against the Russians for this genocide (real or mythical), the question of the appropriateness of using the scientific term “decossackization” is particularly acute. The article shows that the term “decossackization” is not authentic. The first cases of its use that we found date back to the turn of 1910–1920, and then it had a different meaning, denoting a relatively peaceful process of the Cossacks losing their privileges and identity. It began to be used regularly on the pages of the emigrant magazine “Vol'noe kazachestvo” by 1930. However, even then it first changed its meaning, starting to be used to refer to a variety of processes that are unfavorable for the Cossacks, according to the editors of the magazine. And only in the 1990s “Decossackization” enters the dictionaries of the Russian language as a designation for harsh Soviet repressions of the Cossacks. Modern historians use the term “decossackization” in all the above senses, adding their own to them. This makes it harder, not easier, to understand their articles. In addition, the term “decossackization” often hides non-obvious author's views on various processes in the history of the Cossacks. The author concludes that the use of the word “decossackization” as a scientific term should be avoided, replacing it with complex authentic terms (for example, «mass terror against the Cossacks»).

Abstract:
The paper examines the pages of the history of the “History and Historians in the Context of the Time” journal for the period from 1992 to 2022. The attention is paid to the process of formation and further development of this periodical. The collection of documents “Cherkas Global University (1992−2022): Collection of Documents”, published for the 30th anniversary of the organization and containing information about the formation of the first periodical, was used as materials in the work. The bindings of the publications “Vestnik Leib-gvardii” and “History and Historians in the Context of the Time” were also used. The author concludes that during the period of its existence from 1992 to 2022, the periodical “History and Historians in the Context of the Time” changed its name several times. In 1992−1997, the publication existed under the name “Vestnik Leib-gvardii”, in 2003−2012 – “Istoriya i istoriki v kontekste vremeni”, and from 2013 to the present – “History and Historians in the Context of the Time”. At the same time, if in the 1990s the publication functioned as a monthly newspaper with publication, among other materials and materials about the history of the Russian Empire, then since 2003 the publication becomes a purely scientific journal with a frequency of one to two times a year.

The Origin and Development of the Institute of the Honorary Consul in the Ukraine's Diplomatic and Consular Service

Abstract:
The article is devoted to studying the processes of origin and development of the institute of the honorary consul in the system of Ukraine's diplomatic and consular service. Until the 17th and 18th centuries, the Ukrainian consular service was born in the orbit of the European diplomatic relations system. Protecting fellow citizens abroad was mainly carried out by private individuals – merchants, ship owners, and wealthy citizens. In 1649, Bohdan Khmelnytsky signed the Treaty between the Sultan of Turkey and the Zaporizhzhya Army and the Russian people, which provided for the introduction of particular positions of residents of the Zaporizhzhya Army, called to protect the rights of Ukrainians and represent them before the authorities of the Ottoman Empire. The suppression of the seeds of the Ukrainian state by the Moscow regime led to the liquidation of the Ukrainian diplomatic and consular service. A short surge in the development of Ukrainian diplomacy in 1917−1921 was also suppressed by the Soviet authorities. After the declaration of Ukraine's independence in 1991, the revived Ukrainian diplomacy faced an acute shortage of personnel and material resources by deploying a vast network of diplomatic and consular services. One of the ways out of this situation is the active use of the honorary consul institute. An analysis of the activities of honorary consuls of Ukraine and foreign honorary consuls in Ukraine shows that representatives of big businesses or owners of large capital are often appointed to these positions, to whom the status of honorary consul provides additional authority, privileges, and immunities. In most cases, such honorary consuls avoid the direct performance of consular functions and do not provide the necessary consular protection to citizens. Not the least of these is the Ukrainian legislation, according to which honorary consuls of Ukraine directly perform consular functions provided for in Art. 5 of the Vienna Convention on Consular Relations 1963, which is possible only in exceptional cases. At the same time, the practice of European states has developed new approaches to the institution of the honorary consul. Qualified specialists (lawyers, notaries) capable of providing assistance and professional protection of citizens of the accrediting state before the authorities of the host state are appointed to such positions. The authors concluded that in the conditions of a sharp increase in the number of Ukraine citizens who are abroad due to the military invasion of Russia, the need to modernize approaches to understanding the functional purpose of honorary consuls and harmonize this institution with the European experience becomes urgent.

Combating Inequality and Discrimination in the Contemporary History of International Sports

Abstract:
International law and national legal systems have developed various legal mechanisms to ensure equality and non-discrimination. However, international sport presents unique and effective means of influencing states and societies that practice discrimination on various grounds. International sport develops and evolves along with the system of international relations. The emergence of international and regional human rights protection systems has significantly impacted international sporting activities. In turn, international sports can also become a principal political and diplomatic influence instrument. Moreover, the mechanisms available to international nongovernmental sports organizations have repeatedly become a tool for combating human rights violations, especially discrimination, and not only in sports. The article is focused on exploration the history of the formation of international community approaches to responding to discrimination through restrictions in sports cooperation. The issues of discrimination in sports, as a specific sphere of discriminatory manifestations are quite common, are also considered. The analyses of the processes and phases of using resources and tools in international sports to counter discrimination highlights several significant points. First, the international sports community has undergone a complex and lengthy transformation in the non-acceptance of discrimination. Beginning with unsuccessful attempts to boycott the 1936 Nazi Olympics, these processes led to an unequivocal response to apartheid in South Africa and ethnic cleansing in the former SFR Yugoslavia. Secondly, the types of discrimination and discriminatory grounds have constantly been expanding. The most effective measures to counter discrimination are when states’ efforts to conclude international treaties and the efforts of the UN and other international intergovernmental organizations are combined with measures of lex sportiva, i.e., sanctions and restrictions imposed by the IOC and other non-governmental transnational sports organizations. If decisions are half-hearted and do not seriously impact international sports competitions and their perception by the general public (such as the diplomatic boycott of the 2022 Beijing Olympics), their effectiveness in countering discrimination is minimal.
